Public Space Manager - Downtown Santa Monica

General Purpose: The public space manager is an advocate for the high quality maintenance and best use of public spaces in Downtown Santa Monica; manages the work of enhanced maintenance and hospitality vendors operating in the public realm; monitors preparation of, communicates feedback on, and assists in the implementation of projects, plans and programs impacting public spaces; gathers and analyzes data related to use of public space, including pedestrian and vehicle circulation; and formulates recommendations to executive management and the board of directors. Primary Responsibilities: Manage services of enhanced maintenance vendors and hospitality ambassadors Ensure timely resolution of work orders and other requests related to public spaces Facilitate partnerships between local government, community organizations, and private investors to encourage high quality public spaces Assess neighborhood infrastructure, producing plans for maintenance of existing infrastructure and/or installation of new infrastructure Manage capital improvement projects occurring on public rights of way Identify and implement appropriate measures for mitigating the negative impacts of construction projects on the streetscape Review, research, develop, and monitor streetscape and open space initiatives Monitor implementation of key public realm planning documents, including the Downtown Specific Plan, Pedestrian Action Plan, Bicycle Action Plan, and others Monitor implementation of key public realm programs, including bike share, car share, valet parking, vending regulations, and others Participate in programs and events designed to activate public spaces Collaborate with public safety departments to ensure the safety of public spaces Collaborate with social service agencies on homeless services provided in public spaces Gather and analyze data related to use of public space, including vendor performance statistics and pedestrian and vehicle flows, compiling and presenting reports as needed Manage budgets, insurance requirements, maintenance plans, and permits for plans, projects, and programs Formulate recommendations to executive management Cultivate and maintain professional relationships with a variety of external contacts, including city staff, community organizations, stakeholders, and vendors Provide excellent customer service to residents, merchants, tenants, visitors and property owners Attend board and committee meetings, including occasional evening hours Participate in community engagement through service on a local board or committee Complete special projects and other duties as assigned Experience: Ideal candidates will have completed a Bachelors degree and at least 4 years of comparable work experience or a Masters degree and at least 2 years of comparable work experience. Degrees in public administration, business administration, urban planning and other related fields are preferred. Qualifications: Ideal candidates will be able to demonstrate some or all of the following knowledge, skills, and abilities. Proven track record of success in a management role overseeing spaces and/or facilities open to the public (e.g. museum, zoo, aquarium, hotel/resort, hospital, college campus, theme park, shopping center) Ability and desire to work in an autonomous yet highly collaborative work environment Demonstrated ability to build and maintain relationships with a wide array of people from diverse backgrounds Ability to manage staff, develop high-performance teams, set and achieve strategic objectives, and manage a budget Ability to gain and maintain the confidence and cooperation of all stakeholders including vendors and contractors Knowledge of principles, practices and trends in public and business administration, management, budgeting, human resource management, risk management and emergency planning Familiarity with functions of local government agencies, including planning, public works, and municipal law Ability to use critical thinking skills, reason logically and creatively and utilize analytical skills and techniques to resolve complex managerial challenges Ability to analyze data and present clear ideas and information verbally and in writing Compensation: Commensurate with experience and qualifications. Abilities & Working Conditions: While performing the duties of this job, the employee frequently sits, stands, and uses a telephone, office equipment, and personal computer with a monitor/screen for extended periods of time. Candidates must be physically and mentally capable of performing assigned duties, including occasionally stooping, balancing, or kneeling, and using arms, legs, and back to reach for, lift, and/or move objects up to 25 pounds.
